2004-2010 National Scientific and Technological Outline for Platform Constructions under Basic Conditions jointly carried out by Ministry of Science and Technology, Ministry of Development and Reform, Ministry of Education and Ministry of Finance consists of four sections, namely guiding principals, targets and responsibility, key platform constructions and ensuring methods.

The outline says that national scientific and technological platform constructions of basic conditions should make full use of modern information and network and reorganize basic resources to optimize them in a strategic way. It should also promote the reasonable allocation and complex utilization of science and technological resources in the entire society, so as to increase our innovation ability. According to the guidance principal, the platform construction should target at national scientific and technological innovation promotion and international captivity and use reform as its push power. With sharing mechanism as its core and the body of systematic resource as the mainline, the construction should base itself on human force, follow the law of market economy, use modern information technology and build with international resources a platform of basic construction of social benefit, basic significance and strategic importance, thus posing a powerful pillar for long-term development and breakthrough in Chinese science and technology.

The outline emphasized the significance of regulating platform constructions in the general way to promoting scientific and technological innovation. It points out that these general regulations will push forward the construction of resource sharing cites and model construction projects and forms a primary frame for a system with resource sharing as its core. By 2010, a supporting system of basic conditions should be established to go with scientific innovation and technological development. By then, resource sharing will be the core for administrating system, with professional experts’ team and institutions as its corresponding service sectors, forming a sound foundation for a platform construction of national science and technology of reasonable distribution, completed functions, all-round systems and high efficiency.
